Bütün demokratik devletlerin hükümetlerine, uluslararası organizasyonlara ve özgür dünyanın vatandaşlarına

Bizler, eski antikomünist muhalefet aktivistleri ve iyi niyetli insanlar, ilan ediyoruz:

Rusya, uluslararası anlaşmaları ihlal ve komşu ülkelerin sınırlarına tecavüz ederek, bağımsız Ukrayna Devleti’nin toprağına girmiştir. Yerli Kırım Tatarlardan aldığımız bilgiye göre, Rusya Federasyonu’nun özel askeri birlikleri Kırım Özerk Cumhuriyeti içerisinde faaliyet göstermektedir.

1 – Ruslar ve Kırımlı Ruslar tarafından yapılan, yarımadanın “tarihi Rus Toprağı” olduğu söylemi bir yalandan ibarettir. 1783’den sonra Kırım bir Tatar devleti olarak – Kırım Hanlığı – önce Rusya İmparatorluğu daha sonra Komünist Rusya tarafından işgal ve ilhak edilmiştir. 1917’de, yarımadada “Qırım Ahali Cumhuriyeti” kurulmuş ancak birkaç ay sonra Bolşevikler tarafından sonlandırılmıştır. 1954 senesi, Kırım idari olarak Sovyet Ukrayna’sına bağlanmıştır.

Son birkaç gündür, Kırım’a fiili tecavüz artarak devam etmekte ve Ukrayna’nın bağımsızlığı Rus ordusu tarafından ayaklar altına alınmaktadır. Özellikle, Ruslar tarafından 1944 yılında toplu etnik temizliğe ve sürgüne maruz kalan, Kırım’ın yerli sakinleri Kırım Tatarları’nın çıkarları tamamen göz ardı edilmiştir. Kırım’da yaşayan Rus nüfusun büyük çoğunluğu Rusya’dan gelen göçmenler, onların çocukları ve torunlarıdır. Kırım Tatarları geleceklerini bağımsız Ukrayna ile birlikte gördüklerini açıkça ilan etmişlerdir.

2- Rusya Federasyonu, Kırım’da yaşayan ve çoğunluk olan Ukrain ve Kırım Tatarlar tarafından baskıya ve zulme uğrayan etnik Rus azınlığın haklarını “korumanın” görevi olduğunu iddia etmektedir. Bu Rusya Federasyonu hükümeti tarafından Ukrayna’yı işgal etmek maksadıyla söylenmiş çok çirkin bir yalandır. Gerçek ise Kırım Özerk Cumhuriyeti’nde siyasi ve sosyal yaşama egemen olan Rus yerleşimcilerin etnik olarak çoğunluğu oluşturduğudur. Abhazya, Güney Osetya ve Transnistirya’da gerçekleşen senaryo burada da tekrarlanmaktadır. Ukrayna’nın kanuni hakları gözlerimizin önünde ihlal edilmektedir. Bizler, Rusya Federasyonu’nun komşu ülkesine karşı bu saldırısını sonlandırması içi baskı uygulamanızı siz demokratik ülke hükümetlerinden, uluslararası organizasyonlardan ve özgür dünyanın vatandaşlarından talep ediyoruz.

Bizler;

– Rus askeri kuvvetlerinin Ukrayna topraklarından tamamiyle çekilmesini,

– Kırım’daki şuan ki durum için çalışacak bir uluslararası komisyon kurulmasını,

– 25 Mayıs 2014 tarihinde, Ukrayna toprak bütünlüğünün geleceği hakkında, Moskova’nın baskısıyla alınan yasa dışı referendum kararının hükümsüz ve geçersiz olduğunun ilan edilmesini,

– Sürgün yerlerinde kalan Kırım Tatarlarının vatanlarına geri dönmeleri icin gerekli yasal düzenlemenin yapılmasını. (Bir düzenleme taslağı Ukrayna Yüksek Şurası tarafından 2013 senesi reddedilmişti.),

– Kırım Tatar Milli Meclisi’nin Kırım Tatar halkının resmi, uluslararası temsil organı olduğunun tanınmasını,

Talep ediyoruz.
